1.1 Intervention to Proponents
This request for Proposal (the RFP) is an invitation by Athabasca Health Authority (AHA) to prospective proponents to submit proposal for delivery of Dental Services and Deliverables as further outlined in Section 1 of the RFP particulars.
AHA wishes to retain Dentist as an independent contractor of AHA provide dental services in Fond Du Lac and Black Lake and supervise Dental Therapist in the AHA basin communities.
1.1.1 Objective
The following is a summary of the statement of work for this requirement.
The contractor must provide primary dental care in the areas of Diagnostic, Prevention, Restorative, Endodontic, Periodontal, Oral Surgical, Adjunctive and Removable Prosthetic Services to all clients of AHA basin communities. Contractor’s (Visiting Physicians Dentist) must be licensed to work in the province of Saskatchewan and must provide a yearly practicing license to AHA, through The Collage of Dental Surgeons of Saskatchewan and abide by Athabasca Health Authority procedures guidelines and policies.
1.1.2 Deliverables
To provide a max of 80 hours of service totaling 10 days dental services in the community. Dentists are responsible to hire own Dental Assistant.
1.1.3 Fees
Dentist will work fee for service with Non-Insured Health Benefits (NIHB) and other private insurance companies.
1.1.4 Contract Timeline
The dental services contact is for 1 year (12 month) April 1, 2026, to March 31, 2027., with a review after one year and therefore extension of contract.
1.1.5 Types of Contracts for Deliverables
The selected contractor will be requested to enter into direct contract negotiations to finalize an agreement with AHA for the prevention of the deliverables.
Section 1- Dental Services and Deliverables
Dental Services: Subject to the bylaws of the Collage of Dental Surgeons of Saskatchewan and rules and regulations of Athabasca Health Authority. The dentist will provide dental services to all clients of AHA basin communities and offer preventative educational promotion of high dental care for clients in AHA basin communities.
Qualifications: Dentist represents and warrants that the dentist has the requisite skill, experience and the professional designations and credentials required to provide the services and perform the duties of a dentist. During the term of this agreement, the dentist shall hold a practicing certificate and liability insurance from th Collage of Dental Surgeons of Saskatchewan and remain in good standing with the collage. The Dentist shall provide proof of such registration and standing to AHA from time to time as may requested by Athabasca Health Authority.
Schedule of Services:
Dentists will provide dental services 10 days per month from 10:00am to 6:00pm for the duration of time in the AHA basin.
The Dentist schedule is subject change monthly visiting schedule, depending on the needs of community clients.
The dentist I responsible to book in clients and the duration of each treatment time for each client.
Equipment and Instruments: The Dentist shall use equipment, instruments and materials provided by Athabasca Health Authority for each dental procedure and follow all guidelines of Infection Prevention and Control standards as per AHA (IPAC) and The Collage of Dental Surgeons of Saskatchewan policy and procedures.
Manner of Providing Services: The dentists will provide services without instruction or any other interference from AHA, unless as explicitly provided for in this agreement and if they comply with IPAC standard and guidelines.
Supports: AHA will provide equipment, instruments, and materials necessary to provide the dental services. AHA will also provide travel from Saskatoon to Athabasca Health Authority communities. AHA will provide itinerant housing for Dentist and Dental Assistant, AHA provide per diem for days spent in the communities. Dental staff to perform sterilization, stocking of supplies, booking of clients, daily, weekly and month equipment maintenance, keep logbook of daily for infection control protocols and other tasks deemed necessary in the opinion of AHA, to facilitate the operation of dental services.
Clients and Client Records: All clients from whom the dentist performs services or has any other dealing in connections with this agreement between the client and Dentist kept private and conditional. All client files charts, radiographs notes, and other related documentation shall remain property of AHA, stored in a locked cabinet and not removed from the clinic.
Client Retainment: The contracted Dentist agrees to be fully responsible for any work requiring retreatment that originally performed by the dentist.
Client Referrals: Dentist will refer any clients for services that are not available in the communities, such as Oral Surgeons, Periodontist, Endodontist, Oral Maxillofacial Surgeon, Oral Medicine and Pathology, Oral Radiologist, Orthodontist, Pediatric Dentist or pedodontics, Patient Management clients, Clients will compromise health conditions.
Obligations of the Dentist:
a. Dentists use best skill by providing quality dental services to all clients of AHA Communities and other obligations under this agreement.
b. Comply with all policies, acts and regulations under this agreement.
c. Remain a duly registered land licensed dentist in the province of Saskatchewan.
d. Maintain and pay for all necessary practices certificates and licenses to retain the Dentists membership in the Collage and remain in good standing in the Collage.
e. Maintain Saskatchewan Collage of Dental Surgeons of Saskatchewan membership.
f. Render emergency treatment to clients of AHA communities as required.
g. Attend staff meeting as requested.
h. Show evidence day to day work by being approachable, comfortable, show respect for the Dene people and their culture.
